A the time of employment the foreigner did possess a valid residence card which allowed him to work. The company employing the foreigner is fined by the Labour Inspection for illegal employment because the residence card is expired at the time of the inspection. The High Administrative Court judged that the the HR administration of the company must be organised in such a manner that it will not be possible that a foreigner with an expired residence card can work for the company. There is no reason to mitigate the fine.
