Highly Skilled Migrant and EU Blue Card: IND salary threshold 2025

The Immigration and Naturalisation Service (IND) has announced the salary thresholds for 2025 for various residence permits, including those for highly skilled migrants, European Blue Card Holders, intra corporate transferees (ICT permit), and recent graduates (orientation year).

Salary threshold 2025

Starting from January 1, 2025, the following salary thresholds apply (gross per month, excluding 8% holiday allowance):

• Highly skilled migrants and ICT transferees aged 30 and above: € 5.688
• Highly skilled migrants and ICT transferees under 30 years of age: € 4.171
• Highly skilled migrant being a recent graduates (orientation year): € 2.989
• European Blue Card: € 5.688
• European Blue Card holders who obtained a higher education diploma no more than 3 years prior to application: € 4.551

Calculation of salary threshold

All fixed monthly (gross) allowances can be included in the calculation of the salary threshold for the highly skilled migrant and European Blue Card holder. The requirement is that these compensations are paid monthly to the foreigner and are recorded in writing, preferably in the employment contract.

Salary for highly skilled migrant, ICT and European Blue Card holders in 2025

A condition for the permit is that the salary of the highly skilled migrant, European Blue Card holder and intra corporate transferee is paid every month in the month in which the work is performed. For example: for work performed in the month of December, salary must be paid in December. There is also the requirement that the salary payment must be transferred to a bank account in the employee’s name.

If a foreigner is already employed and has a valid residence permit, it is not necessary to adjust the current salary to the 2025 salary threshold.If the application is submitted before January 1, 2025, the 2024 salary threshold applies. Even if the employee only starts employment in 2025.
