IND salary threshold 2024
The Immigration and Naturalisation Service (IND) has announced the salary thresholds for 2024 for various residence permits, including those for Highly Skilled Migrants, European Blue Card Holders, intra corporate transferees (ICT transfers) within a company, and recent graduates (orientation year).
Starting from January 1, 2024, the following salary criteria apply (gross per month, excluding 8% holiday allowance):
- Highly Skilled Migrants and ICT transferees aged 30 and above: €5,331
- Highly Skilled Migrants and ICT transferees under 30 years of age: €3,909
- European Blue Card: €6,245
- Recent graduates (orientation year): €2,801
It is important to consider that in calculating the salary threshold, all fixed monthly (gross) allowances may be included, provided that they are paid structurally and monthly and are documented in writing, preferably in the employment contract. The salary must be paid every month in the month in which work is performed, usually at the end of the month. The payment must be made via bank transfer to an account in the name of the foreign national.
Intra company transfers within the group company based on Trade Treaties, like the WTO Agreements, remain possible besides the secondments based on the ICT Directive. The advantage of an intra-company transfer based on the WTO is that the entity in the Netherlands does not have to be recognized as a sponsor, and there is no specific salary threshold, though the offered salary must be at market level.

If a foreign national is already employed and holds a valid residence permit, it is not necessary to adjust the current salary to meet the 2024 salary threshold. Also, if the application is submitted before January 1, 2024, the 2023 salary thresholds apply.
